Director of Cricket, Mark Wallace, conceded there is a lot of work to be done this winter after a disappointing season.
Although the Welsh county finished with four wins in the Vitality Blast, their red-ball form dropped from 2019 and it is the side's consistency Wallace thinks needs to improve.
"You can't look back on the season without an air of disappointment," said Wallace. "I think the T20 campaign, where we ended up with four wins out of nine was a reasonable return, having missed David Lloyd and Colin Ingram, as well as the obvious overseas players.
"The Bob Willis Trophy was disappointing however. We had some opportunities which we didn't take and our consistency was off, so there's a lot of work to be done this winter."
Wallace says it will be a case of improving the players already at the club during the winter in order to turn the club's form around, but did not rule out making signings if the right players become available.
"There is a lot of uncertainty around next year and we need to be realistic. A lot of businesses are looking at their budgets and ours will be a lot less than this year but we have to make do with what we've got and and make sure the players we have got we improve them.
"Some of the guys this season are good players who had a difficult few months which happens and it tends to even out across the season, but we've got work to do on the players we've got.
"If there are players out there which we think we will definitely strengthen our squad we will be looking at them but we won't be going out and signing a heap of players to try and fix things.
With the changes to the eligibility rules surrounding some overseas-born players following Brexit and the end of 'Kolpak' qualifications next season, the position of a couple of Glamorgan players was in question, however, they have mostly now been clarified, while next season will also see two official overseas players allowed in all competitions.
"Colin Ingram who's been fantastic over the last few seasons won't be eligible as a local player, so he may have to fit into an overseas category.
"We've got Marnus Labuschagne signed up, we're not sure of his availability (from Australia commitments) though he'll be here for some parts of the season.
"Timm van der Gugten plays on a Dutch passport and gets continuation of employment rights so he'll be fine, Marchant de Lange is a bit different and we're looking for clarification from the ECB."
